Simplified Approval Process

The SAP Pilot Scheme makes small-scale projects or programmes from concept to implementation an easier process in accessing GCF resources with fewer documentation and review.

To submit Concept Notes under the SAP, projects of programmes must meet three criteria’s:

  • The budget for a project or programmes should be up to USD10 million
  • Having little to no environmental and social risks and impacts
  • has the potential for transformation to adaptation and/or mitigation to climate change.

The SAP Approval Process document provides clarifications on the content expected in a SAP Funding Proposal submission. It refers to policies approved by the GCF Board in relation to the preparation of funding proposals, such as the results management framework, the performance measurement framework, the monitoring and accountability framework and the initial investment framework, among others. More specific guidelines on the type of activities by sector will be developed separately by the GCF Secretariat.

The Simplified Approval Process

Accredited Entities, National Designated Authorities (NDAs) or Focal Points can submit concept notes under the SAP. In particular, we encourage Direct Access Entities to take advantage of this opportunity. We encourage partners to coordinate with NDAs and Accredited Entities in submitting concept notes, or to contact us for more information.
