Project Steering Committee

Objectives

The main objective of the PSC is to provide a mechanism for support, feedback, guidance, stakeholders’ participation and interagency coordination during the implementation period and to act as a catalyst for an ongoing coordination mechanism after the Project Completion Date.

Composition

Main Functions

The main functions of the PSC include: 

  1. Be familiar with the arrangements for project implementation including the intended project components, outputs, activities, scope, financing arrangements, reporting requirements, implementation schedule, Quarterly Performance Reports, and other details; 
  1. Review Project plans and projections to ensure that recommendations with respect to adequate budgetary allocations are made, procurement activities are executed as scheduled in the updated Procurement Plans, and that adequate controls are implemented; 
  1. Monitor progress during Project Implementation Period towards achievement of the Project Outputs; 
  1. Provide advice and feedback on overall project performance, project priorities and other critical areas for strategic direction; 
  1. Ensure that potential threats to timely project implementation are identified and addressed; 
  1. Provide resolution on issues referred to the Committee by the Executing Agencies; 
  1. Facilitate the taking of policy decisions by the Contracting Parties to ensure timely fulfilment of conditions set by the GCF and other Co-financiers;  
  1. Ensure that stakeholders’ participation is appropriate and sustained throughout implementation and that stakeholders’ expectations are managed and addressed; 
  1. Ensure that the Project remains aligned to the policy and strategic objectives of the Host Country; 
  1.  Participate in periodic project monitoring and evaluation activities; 
  1.  Facilitate communication with external partners (at the national and/or regional level) that may bolster project implementation success or remove obstacles, if requested by the Contracting Parties; and 
  1.  Champion the Project, advocating for achievement of the Project Outputs
